3.0 Review and approval of January 2012 meeting minutes

3.1 Mary Ellen Walling had some minor edits that she will pass onto March Klaver via e-mail.

4.0 Review of Action Items from January 2012 meeting

5 Review of Terms of Reference for FAIAP

  • 5.1 Draft timeline of milestones and meetings for FAIAP
    Lead: DFO; Target Date: Feb. 17, 2012; Status: Complete

6.3 Schedule of Fines and Tickets

8.0 BC Ministry of Agriculture Presentation of the Agrifoods Strategy

  • 8.1 Send comments on the BC Agrifoods Strategy to Myron Roth (Myron.Roth@gov.bc.ca)

5.0 Approve Terms of Reference (TOR) for FAIAP and Joint Technical Committee (JTC)

5.1 There was a quick review of the latest version of the TOR

5.2 The relationship of the Joint Technical Committee (JTC) as a sub-committee of FAIAP and how best to reflect that relationship in the TOR was discussed.

5.3 Participation of DFO senior management at the FAIAP table was discussed
DFO will take lead in setting the agenda, sending out minutes and arranging for a facilitator if necessary.

Action: Industry to supply DFO with advice on updating TOR by end of May. Completed draft will then be circulated amongst industry through Mary Ellen Walling.

Action: Mary Ellen Walling to work with industry membership to review and approve draft of the FAIAP Terms of Reference.

Action: Updated FAIAP Terms of Reference to be presented at next FAIAP meeting for adoption.

6.0 Industry presentation: "Key policy, research and regulatory issues"

6.1 PowerPoint presentation presented by Mary Ellen Walling which spoke about:

  • lack of global competitiveness
  • investor uncertainty
  • lack of growth

6.2 In a follow-up discussion industry recommended several options that would support aquaculture and suggested DFO include these in their proposed work planning priorities. These included:

  • streamlining review process
  • setting service standards and time lines

Action: FAIAP to draft a joint DFO/Aquaculture Industry workplan to address concerns outlined in the "Key policy, research and regulatory issues" presentation.

Action: Compile a list of marine finfish amendments currently in process and the status related to each of those files.

9.0 Overview of Integrated Management of Aquaculture Plan (IMAP) Process

9.1 PowerPoint presentation presented by March Klaver.
There was discussion surrounding the way in which FAIAP would participate in the Integrated Management of Aquaculture Plan (IMAP) Process.

Action: March Klaver to provide most recent DFO Aquaculture Management Consultations Timeline from deck to Mary Ellen Walling to distribute to Industry membership.

10.0 Schedule of FAIAP and JTC meeting dates

10.1 It was noted that the next occurrence of the FAIAP meeting should take place in July 2012.

Action: Diana Trager and Mary Ellen Walling to work to find a suitable date in July 2012 for the next FAIAP meeting to take place and DFO to set up meeting.

10.2 Due to the need for the Joint Technical Committee (JTC) to review the FAIAP workplan being developed by DFO, the JTC should meet in the next 6 weeks to discuss the workplan with the focus being the review of the finfish condition of licence.

Action: DFO to work with JTC membership to find a suitable date within 6 weeks for the next JTC meeting to take place and DFO to set up meeting.
