Introductions

1. Review of the Agenda and suggested modifications

1.1 Industry requested time be added to the agenda to discuss the DFO response to industry regarding the Genome BC research project

2. Review and approval of July 17, 2012 meeting minutes

3. Review of Action Items from July 17, 2012 meeting

3.1 Action: DFO to work with JTC membership to find a suitable date within 6 weeks for the next JTC meeting to take place and DFO to set up meeting
Status: Complete

3.2 Action: Corey Jackson to form a team of industry members and DFO staff to focus on looking at ways of improving aquaculture industry competitiveness and growth in BC
Status: Update on this action item to be provided in today’s agenda item #6

3.3 Action: Corey Jackson to work with a team of industry members and DFO staff to develop a strategy to address current and future aquaculture licence amendment processes
Status: Update on this action item to be provided in today’s agenda item #6

3.4 Action: Industry members to review Suite II Policies for BCARP and provide comment Mary Ellen Walling for collation and subsequent feedback to Guy Beaupre, Eric Gilbert and Diana Trager by August 17, 2012
Status: Industry representatives met with DFO NCR staff to discuss the Suite II Policies and have a follow-up meeting with DFO NCR staff scheduled for October 26, 2012

3.5 Action: Industry to review AMAC proposed process and provide written response to Diana Trager on how they see themselves engaging in process, at next FAIAP meeting
Status: Complete

3.6 Action: B. Taekema to work with FAIAP membership to finalize draft TOR so it can be signed at next FAIAP meeting

4. Discussion and approval of FAIAP Terms of Reference

4.1 The FAIAP Terms of Reference was approved by the group

5. Discussion on the DFO response regarding the Genome BC Research Project

5.1 There was discussion surrounding October 10th letter response from Diana Trager to Mary Ellen Walling with regards to the research project being undertaken the BC Genome and the Pacific Salmon Foundation. DFO acknowledges that the industry association has concerns about project and committed to work internally to address those concerns.
Action: Diana Trager to work with DFO colleagues to set up a meeting with Fish Health staff, Science staff and industry to address concerns raised by the industry association with regards to the use of industry fish health samples provided to DFO for the Genome BC research project.

6. Discussion Regarding Aquaculture Management Advisory Committees (AMACs) and Integrated Management of Aquaculture Plans (IMAPs)

6.1 Brenda McCorquodale from DFO presented the draft discussion document entitled “Draft Aquaculture Management Advisory Committees Proposed Approach and Terms of Reference”

6.2 There was discussion surrounding the Aquaculture Management Advisory Committees (AMACs) and Integrated Management of Aquaculture Plans (IMAPs) as they relate to the FAIAP membership and what role FAIAP members play in the process

6.3 DFO noted their preference to hold the first AMAC meeting in January 2013 and that the first couple of meetings would involve establishment of agendas and priorities

6.4 It was noted that the setting of agenda items needs to be outlined in the AMAC draft terms of reference

6.5 Suggestions for additional agenda items for the first AMAC meeting:

  • Development of Aquaculture Management Areas
  • Building wealth in coastal communities

Action: DFO will develop the agenda for the first AMAC meeting and give guidance to industry on how to engage the AMAC process
Action: The industry association will work to provide potential nominees for the position of Chair of the Aquaculture Management Advisory Committee meetings

7. Discussion on Aquaculture Licence Amendment Process

7.1 Corey Jackson has been working on developing a working group to address the industry’s concerns surrounding the Aquaculture Licence Amendment Process. Internal DFO members have been identified (C. Jackson, B. Taekema, J. Chamberlain) and DFO is requesting industry association to nominate participants.
Action: Mary Ellen Walling to provide a list of nominees from industry association members to participate.

8. Condition of License

8.1 DFO noted that the 2013 Marine Finfish Aquaculture conditions of licence review process is 99% complete. The length of the term of the licence was raised by industry who expressed their desire for a longer licence term. DFO stated their support for a longer licence term but would not be able to implement for the upcoming 2013 licence because of a number of factors.

9. Discussion on Confidentiality of Information

9.1 Corey Jackson has worked with the Access to Information Office to provide clarity to the industry around the confidentiality and/or release of information provided to DFO by the industry.
Action: Corey Jackson to provide further clarification to the industry association about the confidentiality and/or release of information provided to DFO by the industry.

10. Schedule of Next FAIAP Meeting Date

10.1 The next Finfish Aquaculture Industry Advisory Panel (FAIAP) Meeting will be held in February 2013 at the DFO offices in Vancouver, BC
Action: Bernie Taekema to find a suitable date in February 2013 which has since been confirmed to be on February 14, 2013,

10.2 It was suggested that an Ad-Hoc FAIAP meeting should be held within a few weeks of the Cohen Report being publicly released
