1. GHLAC Reform and Draft TOR

  • The Department provided rational for reforming GHLAC.
    • Gain efficiencies.
    • Reduce costs, redundancies, and “consultation fatigue.”
    • Focus on active participants in the commercial fishery.
    • Advice from other interests (FNs, ENGOs, SFAB, Coastal
    • Communities etc.) will be received through the Groundfish
    • Integrated Advisory Board (GIAB).
  • Question: Does the advisory board need to be a sub-committee of the CIC?
    • Answer: It’s convenient to make it a sub-committee of the CIC because at the moment there are no other alternatives. If it remained within the current DFO advisory board structure we would not be able to achieve the objectives of the reforms.
  • Several participants expressed concerns regarding the perception that advice from the sub-committee would have to be “approved” by the CIC before being forwarded to the Department.
    • It was pointed out to the participants that the draft GHLSC Terms of Reference articulated that any advice that dealt solely with the Lingcod, Dogfish and/or Rockfish fisheries would go directly to the Department. Only if the advice affected the other groundfish fisheries would it go to CIC first before being forwarded to the Department. These procedures are exactly the same as they were under GHLAC.

2. Representatives from “GHLAC” to sit on CIC

  • It was agreed that the CIC representatives would be as follows:
    1. Dogfish - Mike Renwick and Dave Renwall
    2. Lingcod – Walter Lancashire and Bob Burkowsky
    3. Rockfish Inside – Alvin Hui and Eric Carlson
    4. Rockfish Outside – John Koolman and Herb VanGrootel (alternative Gary Williamson)

3. Groundfish Forum

  • One stop shop for Groundfish related presentations
  • All were encouraged to attend this year’s forum.
