Summary of action items

  • Kelly to email presentations, with corrections as noted, and handouts to all participants
  • Mahoney to send corrected slide to Binning, Grout and Rosenberger for distribution.
  • DFO to correct presentation slide on Early Summer run timing.
  • DFO to provide the total number of licences and participants in the 2010 demonstration fisheries.
  • Summary post-season report on all 2010 demo fisheries to be distributed to IHPC participants when it is ready.

Introductions and meeting review

The Chair reviewed meeting objectives, which included post-season review and identifying issues to be addressed in first draft of IFMP.

Post-season review

Staff provided a preliminary post-season report for 2010 SC and Fraser River fisheries and preliminary 2011 outlook for each species. A detailed presentation reviewed pre-season planning, in-season management and preliminary post-season results for Fraser sockeye, along with the planning schedule for 2011.

Discussion issues included management challenges linked to the very strong sockeye returns, stock assessment challenges, efforts to improve catch monitoring, 2010 demonstration fisheries, 2011 test fishery plans.

Marine and in-river demonstration fisheries

Staff reviewed criteria for approving demonstration fisheries, provided a preliminary overview of the 2010 commercial and First Nations demonstration fisheries and outlined the process for approving demonstration fishery proposals for 2011.

Strategy for Southern BC Chinook

Staff outlined plans for southern chinook management for 2011 and a longer-term initiative to develop a broad new chinook management framework to rebuild Southern BC chinook populations. DFO will release a discussion paper on the proposed framework shortly. IHPC advice was sought on a proposed stock status workshop and engagement strategies in developing the proposed framework. The presentation also reviewed the preliminary 2011 outlook for SC chinook and 2011 consultation timeline.

Discussion points included links to the WSP, planning schedules, communications plan, and linkages to other processes and initiatives.

C&P 2010 program

C&P staff gave an overview of 2010-11 priorities and summaries of compliance effort, results and challenges by area.

Discussion points included the role of education, new aquaculture responsibilities and data reporting consistency.

Subcommittee updates

No subcommittee meetings to report on since the last IHPC meeting. A meeting is planned for the Commercial-Recreational Allocation Implementation Committee.

DFO Updates

Staff invited advice and participation in a proposed new process to provide direction on the role of the revised FRSSI model. Other updates included a review of the science linked to recent media reports about a virus in Fraser sockeye, and the results of a Chilko smolt survival study, which indicated that a large number died before they left the Fraser River.

2011 IFMP issues

Participants were asked to identify issues for 2011 planning. Identified issues included the need for more flexible, objective-based in-season management, planning for potential future coho fisheries, Somass pilot sales, and process for approving and reviewing demonstration fisheries.
