Vessel replacement information
Except where licence policy or the applicable Integrated Fishery Management Plan allows:
- The replacement vessel may not exceed the overall length (OAL) of the vessel being replaced.
- All vessel licence eligibilities must be reallocated to the replacement vessel.
- Licence area changes are not permitted.
When a vessel is eligible for a category A reduced fee salmon licence, an Aboriginal must own the replacing vessel.
Licence documents issued for the current year fisheries do not need to be returned. Replacement licences will be issued for the new vessel.
If the vessel to be replaced will not hold any commercial fishing licence eligibilities as a result of this application, any personal licences; category Z, category CT, communal commercial, etc. designated to it must be redesignated to a suitable vessel or relinquished to the Department where applicable.
When a replacing vessel is eligible for a category C licence, the licence must be relinquished to the Department or placed on another vessel. Where a replacing vessel has a category D licence, the licence must be relinquished to the Department. The vessel must be reregistered or registered as a Commercial Fishing Vessel prior to reallocating a licence eligibility to this vessel.
An application to replace a vessel temporarily may be made if the vessel has been declared a loss or the vessel is out of service due to an accident or unforeseen damage. Written confirmation from an insurance company, shipyard, or marine engineer explaining why the vessel is inoperative is required. Vessels that are in disrepair at the time of purchase, have engine problems, have encountered delays in annual maintenance, or rebuilding do not qualify for a temporary reallocation.
Once the vessel replacement has been approved, the licence eligibilities will be reallocated to the replacing vessel. A letter confirming the approval/denial will be sent to the contact vessel owner and agent involved at the address on record with the Pacific Fishery Licence Unit.
Requirements for vessel replacement application
This application must be completed and signed by all owners of the vessel to be replaced (Part 1). All these signatures must be notarised. The contact owner of the replacing vessel must also sign this application (Part 2).
We will not consider applications if we are unable to confirm that the conditions of the licence(s) to be reallocated have been met (e.g. log book and/or fish slips submitted, etc.).
For replacement vessels not currently identified as Commercial Fishing Vessels, a completed Application for Commercial Vessel Registration must be submitted. The registration requirements are outlined on the reverse of that application.
Both vessels are required to have a marine survey report either on record or submitted with this Application to Replace a Commercial Vessel.
Requirements for Vessel Surveys:
Marine survey reports must be dated after May 01, 1989 and be conducted by a Marine Surveyor according to Fisheries and Oceans Canada’s current Vessel Measurement Guidelines.
Only original surveys are accepted. Surveys may be submitted by facsimile in order to facilitate a vessel licence replacement where there is no increase in length. They will not be recorded on our records until the original survey is received. If there is an increase in length, the original survey with photographs is required prior to review of the application.
