Vessel Redesignation Application Information

This application may be used to request redesignation of a commercial or communal commercial licence to another vessel at any time during the year, including after licence issue. Licence categories that are eligible for vessel redesignation are Green Sea Urchin (ZA), Red Sea Urchin (ZC), Sea Cucumber (ZD), Euphausiid, (ZF), Rockfish (ZN), Pacific Sardine (ZS), Food & Bait Herring (ZM), Special Use Herring (ZY3 & ZY4 only), category N salmon licences & communal commercial licences.

Where a vessel redesignation results in a vessel no longer holding a vessel based licence, party based licences issued in respect of that vessel must also be redesignated.

Roe Herring Seine, category HS, licence redesignation requests are handled on grounds by Fishery Officers and must be made PRIOR to the fishery opening for that area. Emergency redesignations, during an opening, are only permitted where a vessel is disabled, due to loss, damage or mechanical breakdown, and requests are handled by the on grounds Fishery Officers.

For vessels not currently registered as a Canadian commercial fishing vessel:

A completed Application for Commercial Vessel Registration and the required $50 fee must be received and vessel registration completed before redesignation may take place. The registration requirements are outlined on the reverse of that application.

Prior to redesignation, applicants must:

  • Complete and return the application on the reverse with the previously issued licence and tabs.
  • Confirm that the conditions of the licence have been met (e.g. log book and/or fish slips submitted, etc.)
  • Designate a registered Canadian commercial fishing vessel.
  • Ensure the designated vessel holds a vessel based licence eligibility and, if applicable, does not exceed the Maximum Vessel Length (MVL) of the licence eligibility to be redesignated. For Category F and N licence eligibilities the designated vessel must meet the established length restrictions.
  • The licence eligibility holder on record must sign the application. Where the licence eligibility holder is a company or Aboriginal group, the Pacific Fishery Licence Unit must have on record a copy of either a Confirmation of Signing Authorities or an Amendment to Confirmation of Signing Authorities form advising who the signing authorities are.

Additional requirements for Pacific Sardine (ZS or ZSF) only:

  • Provide a letter confirming that arrangements have been made for the replacement vessel regarding participation in the monitoring program for the current year.
  • Designate a registered Canadian commercial fishing vessel that is:
    • Able to accommodate a certified observer;
    • Geared with a purse seine; and
    • Equipped with at least one of the following freezer systems:
      • Refrigerated sea water system - Champagne system - Super chilling - Freezing at sea capability

Additional requirements for Food and Bait Herring (ZM) only:

  • Provide proof of monitoring via a letter form the service provider verifying their agreement with the delivery of a fishery monitoring and catch reporting program.
  • Designate a registered Canadian commercial fishing vessel that has been designated for a herring seine (category HS), or as a harvest vessel for a spawn on kelp (category J), licence within the past five years.
  • Designate a registered Canadian commercial fishing vessel that has a functioning R.S.W. or C.S.W. capability.
  • No vessel may be designated for more than four food and bait herring category ZM licences. It is the responsibility of vessel owners/masters to consider the safe carrying capacity of the vessel when designating multiple licences.
  • All vessels fishing herring or capelin are required to have a valid stability certificate/booklet aboard the vessel.

Additional requirements for Special Use Herring (ZY3 & ZY4) only:

  • Provide proof of monitoring via a letter from the service provider verifying their agreement with the delivery of a fishery monitoring and catch reporting program.
  • No vessel may be designated for more than 3 ZY3 licences. It is the responsibility of vessel owners/masters to consider the safe carrying capacity of the vessel when designating multiple licences.
  • All vessels fishing herring or capelin are required to have a valid stability certificate/booklet aboard the vessel.
