Part C: Signature and acknowledgement
The signature(s) of all vessel owner(s) from which quota is proposed to be reallocated must be notarized.
I/We hereby confirm that I/we am/are the true owner(s) of the M/V ___________, and request that the Minister of Fisheries and Oceans reallocate the Sablefish IVQ holdings specified in Part B to the vessel specified in Part A. I/We also request that the amendments to the conditions of the sablefish licence be faxed or emailed as specified in Part A. I/We understand and acknowledge that the allocations and reallocations of Sablefish quota are at the absolute discretion of the Minister of Fisheries and Oceans.

Permanent reallocation request for sablefish IVQ guidelines
- Both vessels must have a vaild K licence and all fees paid prior to reallocation of any quota
- Where the Department has received for processing two or more conflicting requests for reallocation, all of the requests for reallocation will be denied
- If both a temporary and permanent reallocation is being requested, a separate reallocation form for each must be submitted
Reallocation guidelines
- Upon application, vessel owners will be permitted to make unlimited permanent and temporary reallocations of sablefish IVQ holdings
- Fish that has already been caught cannot be reallocated
- Permanent reallocations of Sablefish IVQ will be expressed as a percentage (%) of the TAC and will be added to the receiving vessel’s percentage (%) of the TAC (i.e. the poundage held by any licence is dependant on the total TAC for the year and the percent (%) of the allocation that vessel holds at any given time)
- The minimum quantity that may be reallocated is one pound
- The current IVQ amount is adjusted for the previous fishing season overage or underage. Any overage amount is deemed "fished" and that IVQ cannot be reallocated in the current fishing season. The previous fishing season underage can only be temporarily reallocated

Part B: Identify uncaught quota to be reallocated
Specify the Amount (Pounds) or Quota (%) to be reallocated. If both are specified, the Quota (%) will be used.
Part C: Signature and acknowledgement
For permanent sablefish reallocations, all owners (Licence A vessel) of record must sign (all signatures must be notarized).
If the vessel owner is a company, the Pacific Fishery Licence Unit must have on record a copy of either a confirmation of Signing Authorities or an Amendment to confirmation of Signing Authorities form advising who the signing authorities for the company are. Permanent reallocations of IVQ do not revert back at the end of the fishing year. Permanent reallocations of IVQ will be reflected in licenses issued in subsequent years.
