Category 3: Returning fisher with a national online licensing system account
Obtaining a DFO fisher’s registration card (FRC) a.k.a. Deckhand’s licence or Personal Licence
- Have you ever been a Commercial Fisher?
- Did you hold a Fish Harvester’s Registration Card (FRC) in 2008 or later?
Yes? Answering YES to both of the above questions identifies you as a Returning Fisher who must first (a) Obtain a Passcode ‐ Please contact NOLS Client Support to obtain your DFO Passcode, then (b) REGISTER and ACTIVATE your National Online Licence System (NOLS) account with your Passcode.
STEP 1: Preparation
- Call Client Support at 1‐877‐535‐7307 and advise that you are a Pacific Region Fisher who needs to activate
your National Online Licensing Account and would like a ‘Passcode’.
What I need to provide to Client Support:
- First and Last Name as it appears on your legal identification
- Date of birth
- Current address and previous address on file with Fisheries and Oceans Canada
- Current telephone number and number previously on file with Fisheries and Oceans Canada
- After you have received your ‘Passcode’ from Client Support you may proceed to registering and activating
your NOLS account. To register and use the National Online Licensing System NOLS, you will need:
- Computer connected to the Internet with Portable Document Format (PDF) Reader
- E‐mail address
- Printer
- Pen & Paper! – to write down the User ID and Password (GCKey) you have created. After registration, you must use your User ID and Password every time you logon to NOLS – if you misplace or forget your User ID you will have to re‐register from scratch.
STEP 2: Registration
- Option 1: Link directly to the National web page

- At step 5 of the instructions:
- Place your cursor in the ‘DFO passcode’ box, enter your ‘Passcode’ and mouse click on the ‘Validate passcode’ button. Do not select the “Self‐registration” option.
STEP 3: Submit a Request
Upon completing ‘Registration’, navigate to ‘Submit a Request’. Full instructions and select the transaction type: Fisher Registration.
- In the ‘Fisher Registration’ request comment box please advise that you need a FRC issued in your name;
- If there are no delays you may expect to receive email notification within 2 working days that the $60 FRC licence fee is available to be paid. Please do check on the ‘Request Status’, in the interim, to ensure that the Pacific Fishery Licence Unit has not asked for any further documentation or clarification.)
- You may log into your NOLS account again and navigate to the ‘Pay Fees’ menu selection. Full instructions. Oay the $60 fee as displayed on screen.
- Within 2 hours of submitting the $60 FRC payment you may expect email notification that your FRC is available in your NOLS account to print.
- You may log into your NOLS account again and navigate to the ‘Print Documents’ menu selection. Full instructions. Print your Fisher’s Registration Card and Receipt as required.
