Special use bait herring (category ZX & ZY) licence application information
Licence category
A Special Use Bait Herring, category ZX or ZY licence is required to commercially harvest special use herring. Special use herring is not permitted to be harvested during the roe herring fishery or the spawn-on-kelp fishery.
Special use herring licenses are unlimited entry, party-based and are issued in the name of an individual or company.
Personal
A personal use 1 ton, category ZX licence is available upon request to any person who owns or operates a licensed commercial vessel. Fish caught under the terms of this licence cannot be sold and are for the personal use of the licence holder.
Sale
A category ZY licence is available upon approval to applicants to either:
- catch and impound live herring for sale as live, fresh or frozen bait (i.e. Sport Bait, ZY1 or Commercial Bait, ZY2)
- catch herring for fresh local sales (i.e. Domestic Food, ZY3)
- catch herring for Canadian zoos or aquariums to feed their animals (i.e. Zoo/Aquarium, ZY4).
DFO will issue special use bait herring licences (category ZX & ZY) licences until such time that the quota allocation for each licence category has been reached as set out in the Pacific Herring Integrated Fisheries Management Plan.
Licence fees

All payments must be made via the National Online Licensing System (NOLS).
Licence application and issuance
Applications may be submitted to the Pacific Fishery Licence Unit either through the National Online Licensing System (NOLS) or by email at fishing-peche@dfo-mpo.gc.ca; please be sure to indicate Pacific Region in the subject line of the email. Once the application has been approved, applicants may then log into the NOLS to make the required licence fee payment. Once the payment has been received, the licence will be issued by the Pacific Fishery Licence Unit.
Only one type of licence may be applied for per application.
The applicant is not required to be the owner of the designated vessel. The application must list the name of the vessel master. Licences are issued to the applicant who is intending to use or receive the herring and who may not necessarily be the vessel master.
Prior to annual licence issue, applicants are required to:
- Ensure any conditions of a previous year’s licence are met, e.g. completion, submission, and approval of any landing reports required. A log must have been have been submitted even where no harvesting has occurred i.e. for nil catch. All landing reports and fish slips must be submitted to the Regional Headquarters at 200-401 Burrard Street, Vancouver, BC, V6C 3S4.
- Designate a registered commercial fishing vessel that is eligible for any vessel based licence(i.e.) Salmon, Schedule II Species, Geoduck, Sablefish, Halibut, Crab, Shrimp Trawl, Groundfish Trawl, or Prawn and Shrimp by Trap, a valid communal commercial licence or a valid Salmon category NAG licence.
Applicants must ensure arrangements have been made with an approved service provider to meet the notifications and catch verification requirements for all category ZY Licences. Applicants applying for a category ZX licence must ensure a landing record is forwarded to the Regional Herring Officer at the DFO Regional Headquarters (200-401 Burrard Street, Vancouver, BC, V6C 3S4) by November 15th annually. Landing records may be submitted via email: marisa.keefe@dfo-mpo.gc.ca.
Under Transport Canada's Small Fishing Vessel Inspection Regulations, all vessels carrying capelin or herring in bulk are required to have a stability booklet with a valid stamp on board.
A designated vessel may hold only one ZX licence, up to five ZY1 licences, one ZY2 licence, up to three ZY3 licences, or one ZY4 licence at any one time. Please allow five working days for review/issuance of all applications, as they will be sent to the Regional Herring Officer for review and approval prior to licence issue. Licence holders in either special use category may apply for another licence in the same year provided they demonstrate the previous licence allocation has been harvested. A licence holder may hold only one ZY1 licence at a time. Where a licence has been fished and all conditions are met (i.e. landing reports submitted, etc.) the licence holder is eligible to apply for another licence. No fishing may commence until the licence is received and is on board the designated vessel.
Licence documents
All Special Use Bait Herring licences are valid from the date of issue until such time that the licence allocation has been harvested or as defined in the licence conditions. Special Use Bait Herring may not be harvested from February 16th to April 30th of the current fishing season. Licence documents are valid from the date of issuance to November 6th of the current fishing season.
Applicants will be notified by email, once the transaction has been completed and the application and payment have been processed by the Pacific Fishery Licence Unit. A copy of the Licence, Conditions of Licence and applicable additional documentation will be emailed to the licence holder's email address on record. A category ZX or ZY licence for the current fishing season must be issued and aboard the designated vessel, prior to the vessel being permitted to harvest.
