Commercial fishing vessel notice of change of ownership
This Notice of Change of Ownership may be used to advise of the changes to a vessel registered with Fisheries and Oceans Canada as a Canadian Commercial Fishing Vessel.
In accordance with section 18 of the Fishery (General) Regulations, where there is a transfer of ownership of a registered vessel or a loss, destruction, dismantling or other removal of a registered vessel from use as a fishing vessel, the person in whose name the vessel is registered shall:
- notify the Minister in writing of the event within fifteen days after the occurrence of the event; and
- where the person is still in possession of any licence issued in respect of the vessel, return the documents
- report the name and address of the new owner(s).
In accordance with section 20 of the Fishery (General) Regulations, where it is not intended that the vessel will be used in any activity that requires the vessel to be registered, remove the Vessel Registration Number (VRN) that is painted on or affixed to the vessel.
Ownership changes must be reported to Department of Transport or Customs prior to informing the Pacific Fishery Licence Unit.
The following documents must be submitted with this form:
- Any current licence documents issued in respect of the vessel
- For vessels registered with Transport Canada (D.O.T.) one of:
- A copy of the registered bill of sale
- A copy of the Declaration of Transmission (estates)
- Amended Certificate of Registry (Blue Book)
- Copy of certified true transcript
- For vessels licensed with Transport Canada (D.O.T.) one of:
- Copy of the bill of sale
- Small Commercial Vessel Licence
To assist you in completing this form, the following definitions have been applied:
- Seller: The ‘Seller’ is the owner(s) currently on record with Fisheries and Oceans Canada, Pacific Fishery Licence Unit
- Purchaser: The “Purchaser” is the party(ies) who will become the new owner on record with Fisheries and Oceans Canada, Pacific Fishery Licence Unit.
- Contact seller: The party who is currently on record as the contact owner. This party received mail from the Department and whose name appeared on vessel licence documents issued by the Department of Fisheries and Oceans Canada.
- Contact purchaser: The party who will become the new contact owner on record and who will receive mail from the Department as well as whose name will appear on vessel licence documents issued by the Department of Fisheries and Oceans Canada. Only one contact owner may be listed.
- Registered vessel: Refers to a vessel registered with Department of Transport (DOT). DOT registered vessels are issued a Certificate of Registry, commonly referred to as a “blue book”. For further information, please contact: 1-877-242-8770 (centralized contact number - Ottawa)
- Licenced vessel: Refers to a vessel licenced with DOT. DOT licenced vessels are issued a DOT licence certificate or a Small Commercial Vessel Licence. Recent changes require that the DOT licence certificate for Commercial Fishing vessel be updated by DOT Ottawa and replaced with a Small Commercial Vessel Licence.
