Note: The pieces held by the licence are dependent on the Fraser River sockeye Total Allowable Catch (TAC) as determined by DFO and is subject to change in-season.
Part C: Signature and acknowledgement
For temporary reallocations of sockeye quota, only one of the following eligible parties is required to sign unless otherwise stated: vessel owner, licence eligibility holder or authorized signatory. The signature must be from the “FROM” vessel.

Request for “temporary” reallocation of sockeye ITQ holdings guidelines for (F)AT area H, (F)AS area B and (F)AG area E licensed salmon vessels
This form must be completed if you wish to transfer all or a portion of your Fraser River sockeye holdings to another Area H, Area B or Area E vessel.
Instructions:
- BOTH vessels must have a valid (F)AT Area H, (F)AS Area B or (F)AG Area E licence and all licence fees must be paid prior to the reallocation of any sockeye holdings.
- For temporary sockeye reallocations, only one owner of record or authorized signatory ofthe licence eligibility holder is required to sign unless otherwise stated. If the vessel owner is a company, the Pacific Fishery Licence Unit must have on record a copy of either a Confirmation of Signing Authorities or an Amendment to Confirmation of Signing Authoritiesform advising who the signing authorities for the company are.
- Individuals may be temporarily authorized to act as a signing authority for the current year only by filling out a Designation Form. Designation forms can be found on the DFO website.
- A valid licence amendment must be on record with the Department while the vessel is engaged in fishing.
Reallocation guidelines
- Upon application, licence eligibility holders will be permitted to make unlimited temporary reallocations of sockeye ITQ.
- Sockeye ITQ may only be transferred between Area H and/or Area B and/or Area E vessels (e.g. Area H to Area H/Area B/Area E to Area H/Area B/Area E).
- Only uncaught sockeye ITQ may be reallocated. Sufficient quota share (%) must be retained to balance all catch to date.
- Reallocations of sockeye ITQ for the season will be expressed as a percentage. Sockeye ITQ may also be transferred in pieces and will not affect the quota share.
- To transfer the entire Area H quota, the percentage transferred is 0.11051% of the TAC (4.752% ÷ 43). The 4.752% is Area H’s allocation of Fraser River sockeye salmon.
- To transfer the entire Area B quota, the percentage transferred is 0.38107% of the TAC (48.015% ÷ 126). The 48.015% is Area B’s allocation of Fraser River sockeye salmon.
- To transfer the entire Area E quota, the percentage transferred is 0.10947% of the TAC (24.849% ÷ 227). The 24.849% is Area E’s allocation of Fraser River Sockeye Salmon.
- Temporary reallocations will be for the current year only.
