5. Licence fee payment and receipt of licence
- Upon receipt and approval of your application, the licence fee will then become made available to be paid in your National Online Licensing System (NOLS) account, and an e-mail notification sent to advise that the licence fee is available for payment.
- Upon payment, the licence will issued and the licence documents will be available in the applicant’s NOLS account under the vessel name.

Transporting category D licence application information
National Online Licencing System (NOLS) client support — licensing services
All fish harvesters/licence Eligibility holders/vessel owners are required to use the National Online Licensing System (NOLS) to view, pay for and print their commercial fishing licences, licence conditions and/or receipts.
Licence category
Under Section 24 of the Pacific Fishery Regulations, transporting fish harvested during commercial fishing is not permitted unless the vessel is registered and licensed to be used in commercial fishing or a Transporting category D licence has been issued in respect of the vessel.
- Transporting licences are unlimited entry and vessel based. A transporting licence may only be placed on an unlicensed vessel. Transporting licences do not allow freezing of fish. Fish may be frozen on the licensed fishing vessel and transshipped to a vessel for transport.
- Limited entry vessel-based licences (i.e.) Salmon, Schedule II Species, Geoduck, Sablefish, Halibut, Crab, Shrimp Trawl or Groundfish Trawl, or a valid Communal Commercial licence for one of the species mentioned above, allows the transport of Roe Herring, and Salmon caught by other vessels.
- Transporting of Sablefish, Halibut, Groundfish Trawl, Rockfish and Schedule II Species, Eulachon, Crab, Shrimp Trawl, Prawn and Shrimp by Trap, and Pacific Sardine is prohibited, as the licensed fishing vessel must land the harvest. Crab, Spiny Dogfish and Shrimp Trawl may be transported after it has been landed by the harvest vessel. Sablefish, Halibut, Groundfish Trawl, Rockfish and Schedule II Species may be transported after it has been landed by the harvest vessel and validated.
- Red Sea Urchin, Green Sea Urchin, Sea Cucumber and Geoduck must be validated prior to being transported.
- A Transporting licence is not required and will not be issued to vessels wishing to transport Oysters, Clams, Gooseneck Barnacle or aquaculture stock only. Vessels that will be transporting only Paralytic Shellfish Poisoning (PSP) Geoduck sampling product or any product that will not be sold commercially are not eligible for a Transporting licence.
- PSP Geoduck product sampling and transporting must be done under authority of a licence issued under Section 4 (1) of the Contaminated Fisheries Regulations. Vessels who will be PSP sampling and also claim to be a back-up transport vessel for Geoduck or other harvest vessels must meet all Transporting licence issue requirements, i.e. must have proof of transporting activity at least once in the previous three years a licence was issued. Applicants should contact the applicable resource manager for a licence issued under Section 4 (1) of the Contaminated Fisheries Regulations or an Experimental, Scientific, or Special Access licence, as appropriate.
Licence fees
In accordance with the Service Fees Act, annual licence renewal fees will be adjusted by the annual rate of inflation determined by Consumer Price Index (CPI) published by Statistics Canada. The commercial Transporting (Category D) licence renewal fee may be found on the commercial license renewal fees link for the current year.
Licence application and issuance
An application for a Transporting Category D licence, must be completed and submitted to a Pacific Fishery Licence Unit (PFLU). The vessel owner or any authorized representative may sign the application.
- The vessel identified on the Transporting application must meet Fisheries and Oceans Canada vessel registration requirements. Transporting vessels previously issued a transporting licence may not be required to submit a survey, if a current survey is not on record; however, a survey may be required in subsequent years.
- A letter of support from the party you will be providing transporting services for, that indicates the expected commercial packing activity, must accompany the Transporting application.
- Records showing transporting activity via fish slips, must have been received by the Regional Data Unit in at least one of the last three years a transporting licence was issued. If there are no records available, a written statement must be received from BOTH the applicant and person/company who issued the letter of ‘Expected Commercial Operation’ detailing why there were no landings recorded. Alternatively, a statement or landing records from a dockside monitoring company showing packing activity may be accepted. These statements are accepted on a one-time basis, after which landing records must be provided.
- To ensure that your transporting activity is being reported correctly by the Buyer and/or Fisher, please make certain that your Vessel Name and VRN are recorded on all fish slips that are associated with your packing activity. Note: Fish slips are required to include the Transporting vessel information as well as the Catcher vessel information.
Upon submission of a complete application package, care is taken to review it and ensure only legitimately active commercial transporting vessels are issued licences. Applications may take up to 10 working days for processing.
Commercial vessel registration requirements
Vessels not registered as a transporting vessel or needing to be re-registered (due to the vessel not having been issued a Transporting licence in over a year), must submit the following to the PFLU:
- A completed Application for Commercial Fishing Vessel Registration and the required registration fee.
- A Marine survey, dated after May 1, 1989, that has been conducted by a Marine Surveyor in accordance with Fisheries and Oceans Canada current Vessel Measurement guidelines. A copy of the guidelines may be obtained from the PFLU.
- Copy of vessel ownership documents, i.e. For vessels registered under the Canada Shipping Act (CSA), a copy of the Certificate of Registry or Registered Bill of Sale OR for vessels licensed under the CSA, a copy of the Bill of Sale/DOT Licence.
Licence documents
Transporting licence documents are valid from the date of issue to December 31 of the applicable calendar year. Replacements for lost or destroyed licence documents may be obtained by re-printing from your NOLS account under the vessel name.
