Pacific Salmon Indigenous Communal Commercial Licence Alternation Program guide: 4. After you apply
The application intake process is now closed. Details on future opportunities to apply will be updated on this page when available.
4. After you apply
Once we receive your application, we will:
- notify you of receipt within 7 calendar days
- submit your application for assessment to an independent third-party evaluator (ITPE) who will make recommendations to us
After the ITPE reviews that application, we will assess their recommendations and notify you of the results.
A strong application is one that:
- aligns with the priorities of the Alternation Program and objectives of the Pacific Salmon Strategy Initiative
- demonstrates overall practicality and feasibility
- demonstrates realistic activities, expenses and associated timelines
- demonstrates that the applicant has the necessary resources (e.g., own source contributions), if applicable, to implement the project
- demonstrates overall quality
- provides the necessary quotes from suppliers and contractors
Priorities
We will consider all eligible applications. However, we will prioritize:
- applicants who have been affected by long-term closures of salmon fishing in areas of concern in British Columbia and Yukon
- applications that:
- propose eligible and reasonable expenses
- target attainable licence eligibility and/or quota
- outline feasible timelines
- clearly include all key activities
- demonstrate an understanding of regulations and requirements such as licensing and training, applicable to the activities identified
Successful applicants
If your project is selected for funding, we will notify you by email to discuss a potential Contribution Agreement.
Note that it can take 4 months or more from the application submission to the signing of the Contribution Agreement. It can take an additional 30 days for you to receive any new licence(s).
Successful applicants are responsible for:
- executing the work plan as outlined in the approved Contribution Agreement
- conducting your own transactions, for example coordinating training and buying gear
- complying with any regulations and authorizations required by law, and ensuring authorizations are obtained prior to the commencement of any activities
- notifying us at IHTP-PTPA@dfo-mpo.gc.ca after acquiring a commercial licence eligibility in a new commercial fishery
- ensuring the necessary licensing transaction requests are submitted directly to the National Online Licensing System (NOLS), and the signed relinquishment agreement is submitted directly to our Pacific Fishery Licence Unit (PFLU) to retire the communal commercial salmon licence eligibility(s)
- listing all proposed and confirmed sources of supplementary funding in your application, Contribution Agreement and year-end reporting
- providing regular progress updates upon our request, in addition to year-end reporting
